Why the Lake Level Control Structure Matters
The Higgins Lake Level Control Structure (LLCS) at the Cut River plays a vital role in protecting the lake and the surrounding ecosystem. It:
- Maintains court-ordered lake levels for summer and winter
- Helps prevent shoreline erosion, flooding, and ice damage
- Supports fish habitat in both Higgins Lake and the Cut River
- Regulates downstream flow into the Muskegon River watershed
- Protects riparian property, public access, and overall lake health
- Provides stability during changing weather, rainfall, and climate conditions
Protecting Property Owners in the Lake Level Debate
For decades, Higgins Lake’s legal lake levels—and how they should be managed—have been the subject of ongoing debate. At the center is the lake level control structure (dam), including questions about its condition, the necessity of major improvements or replacement, and how those decisions should be funded. In response, Roscommon County moved to establish a Special Assessment District (SAD), placing potential financial obligations on lakefront property owners without a clearly defined project scope or demonstrated need.
HLPOA has taken legal action to ensure that this process is lawful, transparent, and grounded in sound science and fiscal responsibility. As the only Higgins Lake organization structured to advocate, lobby, and pursue legal remedies on behalf of property owners, HLPOA is uniquely positioned to protect their rights and long-term interests.
