Due to concerns of ice push and erosion that occurred in several locations around the lake in the spring of 2008, the HLPOA initiated proceedings to amend the legal winter level down an additional six inches. Early in 2009, the legal winter level was amended down by the Court (in concert with the recommendation of the DNR) an additional three inches, for a total of nine inches, commencing on Nov 1st of each year. This action constituted a trial five year period expiring in the spring of 2014. It was hoped that a lower winter level will reduce the amount of ice push/erosion in the spring that some Higgins Lake property owners have been experiencing, particularly along the north and northeast shore of the lake.
